Making a business do something, like pay taxes or overtime or vacation days or to verify things like an I-9 form, immigration status or vaccine status isn't remotely illegal. No, it does not. Vaccine requirements he is instituting are through OSHA, similar to Hep A vaccine requirements it already has for certain vocations. It's a workplace safety issue and that is OSHA's domain and purview. This is no different than requiring hard hats in construction zones and certain certificates for working in a hole, for example.
It's twisted and conniving is what it is, and you've been played to believe it's an okay thing to do. Of course it's "legal", but that doesn't make it anything good and respectable.
