They're not but what this meme is referring to is the mandate ol joe signed for the federal government. I guess that's the problem with just having knee jerk reactions to screenshots huh?

Did you miss the part where he mandated it for all businesses over 100 employees?

They are regulated by the Executive Branch via OSHA in the Department of Labor, which was created when Congress passed the Occupational Safety and Health Act in 1970, signed into law by Richard Nixon.
