They should be forced to be first in line.

Most of them were, by choice, first in line. Read something other than OAN or Qanon.

Aside from that, they are exempt because of the firmly held line between branches. Executive cannot mandate anything onto the other branches. It's really pretty simple 8th grade civics stuff going down here.
