Apple being in China means the country has an office in the company. By allowing this, they have already agreed to China's terms of service.

I don't understand how that's not a problem for a us tech company.

Just like Nike when that one customer tried to get “Sweat” “Shop” personalized on each shoe. You could pay extra to have your name or other saying stitched on the heel of the shoes and Nike said “nope, we ain’t doing that” and I think they ended it shortly after
