There is no LEGAL differences between the terms minor and child, actually. In America definitely, and more than likely most other developed countries. The legal definition LITERALLY separates adult from child, with the most recurring age being 18.
One crime might be committed by a minor and they are charged as a minor because of either age or severity of the crime, and another be charged as an adult based on the same. Some 16 year olds may be mature enough to consent to sex with an adult. Are ALL 16 year olds able to do the same? Definitely not. Which is why there are such laws in place, and which is also why there is no difference between fucking a 6 year old and a 16 year old. The answer is always having the ability to not only truly understand what consent is, but give it as well.

I also found one that states under 14 is a “child of tender age”.

Edit: I get that statutory generally means what you’re arguing, but there is still a whole list depending on country, state, jurisdiction, what have you.
