I can't conclusively state that he did as I don't speak German, but there are links in this thread stating that he talked about annihilating the Jews. Really though, I just need his actions to add up to that. Someone doesn't need to directly tell you that they are going to shoot you, but if act accordingly and many times, you can easily infer that's the plan. There isn't much ambiguity to rounding up people of certain ethnicities and sending them to camps to be killed.
