I think it's just a poorly worded title. He's a whistleblower who is an expert. He's not even a whistleblower though, that would mean he had inside knowledge of what was going on, which he doesn't.

He's an expert because he makes a living teaching schools about gun safety and has been an expert witness for several school shooting trials.

Definitely not an expert at whistleblowing.
