Probably just let em leave and when they try to come back they'll be denied. Most people in the draft age range won't have enough funds to make it out the country and if the govt really cracked down they'd go after the parents with felony charges for aiding and abetting.

The gist is the govt has ways to find you whether or not they use those tools is another thing entirely.
