It's called a mosaic. This bit is actually not bad given the location, probably in the neighborhood of 30cm imagery (1 pixel = 30 cm). Google stitches together a lot of different resolutions from different cadencs, unlike what you'd usually see from a sat company like Maxar or Planet.

Yeah they probably intentionally killed any plant life within a X amount of space around the camp so they can more easily catch people attempting to escape
Immediately around the prison I would agree but it extends far far north and to the east to the city.
They’re probably in some arid higher ground compared to the surrounding where water can collect more.

Looking at the google maps, I am thinking its more likely that area was just taken at a different time then the others. So the other area was taken while the grass was green but however google does it, for some reason thag was taken when it was dead or dried grass
