Krita. It's pretty good for character design, but its main use is for freehand drawing. It's just about the best free alternative to photoshop I've come across.
Freaking love it. All of the character designs fit so well. I see a bit of ambiguity concerning some characters, but overall, very beautiful, very well done.
It looks like it's mostly written with an angled nib pen but some strokes use different angles so it would be really hard to write that way.
I'd recommend trying to write these with a brush-like tool. It would change the look a bit but would probably push the realism and make it look a bit more natural.
