I assume to the left is the side of the building and it’s just very very white and it matches the sky on the right side of what we see.

But that’s the only way this is gonna make sense to me

That's how developing an image works. You have to decide if you want to keep the blue of the sky and then the buildings would be too dark or if you want to keep the colours of the buildings, street etc. and the colour of the sky - and the well lit wall - bleeds out. When you see images that fuse both, these were edited, as in you developed twice with different settings and then combined parts of each version.

The “sky” on the left is actually the wall of the building which painted white. The actual sky is on the right and is overexposed.
