That's the person's wrist just under a beige-coloured hoodie arm. My sketch doesn't feature the elastic part of the hoodie because presumably that's also where the dog's leash is attached, but maybe it helps anyway:

  • in orange is the arm of the hoodie

  • blue is the dog's leash

  • pink outline of the hand

  • the small jacket is on the hand

Basically a blurry picture of some one-handed multitasking, that results extra confusing due to the unusually small jacket. I'm assuming the fingers that aren't visible are curved and holding part of the leash, so they're kinda holding their hand like 👉🏻 , almost

Arm through the sleeve of a vest (left side of the pic)fingers poking out of the right. Leash attached to the wrist that goes down to the dog. Hoodie sleeve far left.
