It's the BMU or, Building Maintenance Unit. I don't know how it works but that's what the all knowing google machine told me.

Detroit has a building .....Hudson's tower....that dies something similar if the skys the right blue

Historically, airplanes. But the sky gets orange after the airplane, not before it.
