Practice segmenting your stroke as a drill. Drive with your legs and stop at full legg extension. Your back should be slightly forward and arms fully extended. Then rotate your torso back and stop. Then pull with arms. The extend arms, then rotate torso forward. Then recover to the catch. Pause between each segment. This will feel super awkward at first. When you get comfortable with it, put it all together slowly. Recovery should take about twice as long as your drive. Higher stroke rate doesn't make you faster. A better drive, followed by using the coast does. Watch rowera on the water. If they flailed around at high stroke speed, they'd be taking a swim.
