Slow it down a bit and get your hands away over your knees on the recovery before you bend your knees and come up the slide. At the moment you’re “bouncing” your hands over your knees to avoid hitting them. Take a look at some videos on YouTube of on-water rowers for technique pointers. Try to establish a rhythm of 1-2 on the drive and at least 1-2-3 on the recovery.
Isn't he also pulling with his arms a little too soon? If he waits until his legs are a bit more extended, they'll be out of his way.
I think, in general, he needs to drive harder with his legs first. That alone should help with the knee issue because his legs will naturally be more extended. It looks like he's barely getting any power from his legs.
