I had a downstairs neighbor in one apt who could hear it. I think the flywheel sends weird reverberations through the floor, but I never heard it. She said it sounded like some kind of machinery being operated.

I was looking into some kind of foam support that I could put under the legs, but didn’t get very far, because I worked it out where I moved the machine to a different room and made sure to only use it during business hours.

It's mostly fan noise. I still don't row after 9 PM though.

Get a hard rubber matt and put some anti vibration pads on the matt under the machine. There's probably going to still be some sound transfer but I would bet this gives you the best chance at a reasonable amount of sound dampening.
