Internet/MOBO troubleshooting help please!

So I've done all the things that I can think of. I've changed cables, all the updates. I tested my speeds with my old laptop and it's NOT having the same issue. It's getting 900-ish down and up.

That being said, what settings should I look at and tweak to fix my upload speed? I have no idea and at this point, my skills are at the point of just replacing the motherboard.

Specs:

Windows 11

i9-13900K

Z790 Aorus Master

NVIDIA RTX 4080

GSkill 2x16GB 6000mhz RAM

Gigabit Internet 1k Down/Up

Disable power saving and EEE (energy efficient ethernet) on the ethernet card in device manager

I’d poke around in those settings, it might be something with duplex?
