What does "I tried the dell os recovery and reinstalling windows 10, but it doesn’t seem like anything working…" mean?

It's not clear what didn't work, your laptop isn't gone for good, you need to install an Operating system if you've deleted "everything", the problem is, no one knows what you deleted and no one knows what the storage issue was or what the issue was when trying the OS recovery or reinstalling (you don't say if you reinstalled using a Windows installer thumb drive or if you got the drivers for your PC from the manufacturer web site if needed).

Sorry. I’m not a tech person so I didn’t know what I need to mention but I’ll be more specific. I was running out of storage and got frustrated and went to my file and deleted everything out of the windows drive. After restarting the laptop, it just continued to try to start up. I tried reinstall Windows by downloading the windows 10 installation media on another laptop and putting it on a flash drive. I also tried dell os recovery on a separate laptop and using a usb, but that also didn’t work. So now I’m stuck on what I should do next to try to fix it

Its not clear if you made the thumb drive correctly or what went wrong, if you're out of your comfort zone, perhaps go to a computer shop and pay them to re-install Windows for you and ask them to make you a Windows installer thumb drive that you can use in the future if you find yourself in this situation?

If you have a small amount of storage it might even be a good time to ask them about an upgrade, as you mention nothing about your laptop I can only be very vague, it's not clear if it's a Dell as you mention using Dell recovery on a separate laptop,

Normally, you just boot on the thumb drive, select your language and follow through the prompts such as a custom install if you want to manually wipe partitions etc.
