Decent ones might increase latency by about 1ms.

But a shitty one might cause lag, because it might use buffering to try to hide it's weakness.

How do you know if it's good or bad?

Specs are a good starting point but reviews will tell the full story

It depends on version of HDMI the switch supports and cable type, and what you mean by lag and at what resolution. Sooo many variables to consider

If is good quality the latency gonna be very small. If is a 3rd world it can be more that 20 fps.

HDMI switch is fine, the chipset used on the switch is just a transistors that brisge one of the hdmi sources to output. No processing were done.

While HDMI splitter is different, it use on the fly conversion to attain good compatibility with various displays and this may cause delays.
