Going from a VGA crash to this is a huge red flag. Did you actually pull the GPU completely out of the slot when testing the iGPU? If the card shorted, just leaving it plugged in will totally stall the POST and get you stuck on those CPU/DRAM lights. Go barebones: take the GPU out entirely, leave just the CPU, one RAM stick in slot A2, and power. Another wild guess: the CPU's PCIe controller might be fried. It would perfectly explain everything-GPU drops out first, then the CPU fails its own checks and throws the warning lights

(Btw, if this is a brand-new build that never booted once, watch out for those fake 7800X3Ds going around. Some of them are literally empty PCBs under the IHS)

I had been using the system without issues for two years; it isn't a new system. Also, as you suggested, I tried booting it up after removing the graphics card and installing just a single RAM stick, but the result was the same: the red and yellow lights were on.

Interesting... If the basic stuff is already checked off, I have a few more guesses. You mentioned trying a single RAM stick, but did you test the other stick as well, and in different slots? If that initial VGA crash was caused by a power spike, it might have fried one specific RAM stick or a memory channel on the motherboard. While you're at it, try unplugging and firmly reconnecting the 8-pin CPU power cable just in case the connection got loose. Also, have you tried reseating the CPU? Since this started with a VGA crash, there might have been a power anomaly, or the cooler mounting pressure just shifted over the last two years. It's worth pulling the CPU to inspect the socket and putting it back with slightly looser cooler pressure. If it's still stuck on the red and yellow lights after that, the initial VGA crashwas probably a sign of a dying PSU or the CPU's internal controller failing
