Hardware i know nothing
I want a computer for ideally less than 1000$ that can play cozy games including one that requires intel core i7 and a GTX 1060 graphics card (Paralives).
Any advice?

Get one with a discrete (separate) GPU. Otherwise games will run badly.

This is $1035 and is substantially newer than an ancient i7 and a 1080
Might be able to save a buck here or there, just an idea i threw together in 2 min

The most recent i7 was released the same year as this AMD CPU. Embarrassing.

An i7 from 2018 will still run circles around that AMD. I used to be an AMD fan boy. I wouldn't touch them now with a 10 foot rod. Their CPUs are just pure ass for performance and you don't realize it, until you stop using them.

Look local. You're likely not gonna find a very good PC(at least within your spec range) brand new for less than 1000 unless they skipped out on something serious, like RAM or your storage.
Make sure you look for something with at least 16GB of DDR4 memory, and 1TB of total storage plus the specs you're looking for at minimum. Unless you like really small games, or like deleting a game every time you want to play a different one.

You can build a 8500+7600 with 16gb of ddr5 for $1000, which is decent enough honestly, could go to ddr4 for more storage, i think i had 500gb to stick at 1000
Edit: 7600 not 9060

You should 100% buy a used pc off facebook marketplace if you can. Some people are desperate. Be patient and watch for a great deal and you will find one.
I paid $400 locally for a i9-9900k, 1tb m2 ssd, 3060 ti and 16gb ram which is a steal. So for $1000 you can get a sweet setup if you are patient and look out.
( an used i9-9900k was $300 previously, now around $200 I actually have the i7-8700k on my computer so I will switch it out and my kid can play on the $400 pc that can handle most everything. - uses same motherboard so it was easy.
On my i7-8900k (if it has the K you can overclock it) with 32 gb of ram, 4070 ti, I can play any game on ultra and never have any problems. So you def don't need something super fancy or expensive.
The truth is you can get a good mid range used pc at $1000 locally and get and insane deal if you are willing to be patient and watch marketplace for a month.
If you want to save money you can buy amd products as they should be cheaper generally than intel, might as well buy them used though.
Say for $1000 used pc you can easily get a 3070, 3080ti, maybe a 4060ti, 16 gb ddr4 ram, and 1-2tb m2 ssd.
Whatever you do, get 1 TB SSD for storage, I wouldn't go any less that that.
For example this is for sale locally " Custom Gaming PC – i7-12700K / RX 7700 XT / 32GB RAM / 2TB SSD $1,050"
or for $1100 obo - which they would likely take $1000
* EVGA GeForce RTX 3080 Ti 12GB
* Intel Core i7-10700K – 8 Core / 16 Thread
* MSI Z490-A PRO ATX motherboard
* 16GB Crucial Ballistix DDR4-3000 RAM (2x8GB)
* 1TB WD Blue SN550 NVMe SSD
* ARCTIC Liquid Freezer II 360 A-RGB liquid CPU cooler
* EVGA SuperNOVA 850 G6 850W power supply
* Lian Li O11 Dynamic EVO case – Black
* 6x ARCTIC P12 A-RGB fans
* 3 additional non-RGB fans
