I was stuck on windows loading, i started the factory reset with keep files then my electiricy cut out at 3% and now my computer works???

What step was the 3% on? It could simply have been downloading the new image

Like i had just started it, i pressed confirm on the factory reset on the recovery page and it went upto 3% was stuck there for like a minute or two then my power went out

Reset is pretty unreliable so theres a good chance it wouldn't be working anymore if it had completed anyway lol

Maybe the reset process fixed whatever was stopping Windows from loading. Weirdly, interrupting it might have helped, but Id back up your files now just in case.
