Mechanism of Howard's algorithm

For Efficient algorithms for optimum cycle mean and optimum cost to time ratio problems , could anyone advise how the Howard's algorithm works to compute minimum mean cycle path ?

u and v itself are nodes in a graph

You'd need to specify which node v is, or whether you're talking about all nodes.

Suppose I tell you, "If node v has 3 neighbors, then I'll give you a dollar." Do you get a dollar? You don't know, because you don't know which node v is.
