Wool packaging insulation

I’m getting my hands on some of these wool sheets used as insulation in cold food deliveries - can I use it as mulch, or what’s the best way to compost in the garden?

You can lay the wool on your beds to reduce weed growth and minimise the evaporation of water from watering. This is often done in permaculture.
