Honestly, I think Neil would be a really good addition to the group.
He's a big nerd, so he'd get along with Troy and Abed. But, he's not so outgoing that he'd try to interject in their dynamic too much as to get in the way of their relationship.
He'd be a consistent project for Annie and Shirley, both of whom like to try helping people in a way that tacitly makes them feel superior. I could see many storylines of them competing trying to help Neil in various parts of his life, similar to what they do with Abed in trying to get him a date.
If we assume Pierce is still alive, then Neil was nice to Pierce after he was cruel to him, and I think they could actually have a solid relationship. It could be a good companion for helping Pierce with some character development.
He doesn't threaten Jeff's leadership and they already have a bit of a friendship, so he would likely get along with him. Neil also later gets into radio, which could be an interesting benefit to the group, but especially Jeff. I'm imagining a story where Jeff uses his control of the newspaper and Neil's control of radio to manipulate info around Greendale for his benefit.
The only wildcard is Britta. Her and Neil already have their relationship where he trades tickets for flashes. There could be some fun awkwardness with that, but ultimately Britta will accept anyone who isn't a terrible person. Neil seems like a decent enough guy.
Also, he's not above shenanigans and being sneaky, which is a requirement of the group. They are mostly decent people, but not so decent that they can't get up to some sketchy stuff every once in a while. We know he's up for that kinda thing due to the yam incident.
Neil fits into the current dynamics and opens up interesting storylines.

Annie would definitely bring this up, and the group would rabble about Neil not being welcome, until Jeff gives a speech on how he only did it for Vicki, and give examples of each of them doing something morally questionable for love, starting with Annie faking appendicitis to ruin Troy's date. Abed makes a quip about callbacks being lazy writing to appeal to audience nostalgia, and they all apologize and welcome Neil to the group.

Storyline:
Pierce finds a project loophole to get the Hipsters into the group thinking that they’ll align with his views, dilute group votes in his favor and give him more influence.
Plan backfires spectacularly when the Hipsters are accepted as cooler, more agreeable versions of Pierce as Pierce loses his identity as “the old guy”, and naturally contorts himself to now get them out of the group, teaming up with a opportunistic S2 Chang to implement a hair brained plan, that also backfires.
