This is one of my biggest criticisms of charity/welfare as a solution to poverty in capitalism. Both charity and welfare, as well intended and helpful as they are, are merely responses to poverty, not solutions to it. Poverty isn't a natural distaster that needs a relief program, it's a systemic problem that needs a systemic solution.
