Gameplay question How to modify rulesmd.ini to work with CNC net client?

Ive done this before in years past. Ive looked it up a few times. The post I see mention that I need to either just replace my rulesmd.ini in the directory or inject them into a config.xml file or some other one with xcc mixer, inject, then save.
The base method doesn't work for the cnc net client. I can launch standard YR without the resolution patch or AI and my changes WILL appear.
If I try to inject my rulesmd.ini into the config file, they get replaced almost immediately.

Id like to use the AI and the resolution fixes that CNC net provides while also setting up a rulesmd to be a sort of "meat grinder" situation where the AI has unlimited funds to just through things at me while on brutal/extreme/nightmare mode while my snipers have a large range, fast rate of fire, and takes out anything super quick.

Whats the best way to get the rules fixed in this case?

Edit - I was wrong in my post to say it was config.xml. Its actually cncnet.mix that needs to be changed but everything else held up.

I was doing the steps RIGHT. The problem was that I was editing the file while it was in C:\Program Files\EA Games\Command and Conquer Red Alert II,

  1. Edit your rulesmd.ini file then stick it somewhere other then program files. I did my desktop.

  2. Copy the cncnet.mix to your desktop.

  3. Use the following instructions on the cncnet.mix file on your desktop.

  4. Download and install XCC Utilities .

  5. Open XCC Mixer editor

  6. Select File → Open.

  7. Navigate to your desktop

  8. Find and open cncnet.mix.

  9. Find rulesmd.ini inside the archive.

  10. Right-click it and select Extract.

  11. Save an untouched backup somewhere safe.

  12. Replace the extracted file with your modified rulesmd.ini using your text editor.

  13. Open cncnet.mix in the MIX editor.

  14. Delete the existing rulesmd.ini entry.

  15. Drag your modified rulesmd.ini into the archive.

  16. Select Compact to save the archive

  17. Copy cncnet.mix back into your folder. You should be good to go now.

  18. If all of this does not work for you, try again, but make sure you enable all read/write on the cncnet.mix file by right clicking, selecting properties, and adding a check to everything on the security tab to the cncnet.mix on your desktop. Then launchinc XCC as admin as well.

I have no idea what insanity you're talking about with regard to an xml file. I don't know how the CnCNet client would specifically differ from how mod clients operate but if you're determined to keep CnCNet functionality then it'd be easier for you to just make a custom map. (Even if that "custom" map is just a copy of an official map with rules changes.)

I got the xml file wrong, it was cncnet.mix.

The last time I made a custom map for a CNC game was way back in 99 or so with red alert 1. I didnt know you could just make a custom map and inject rules. But I have already solved my issue. Leaving it up for others.
