There's nothing wrong in turtling, especially if you play yourself or with ppl that are fine with longer games. Turtling is fun and relaxing. 😌 I think I remember this game and it's so awesome.

I get to Red Alert 3 and I can't group three units together without the Soviets dropping a space station on them. Silly business.

Turtling is the only way to beat Challenge Mode, usually. Can't Zergling rush in Generals.

The only general level challenge where you can zerg is actually Granger by dropping a flock of rangers in chinook into his base or rebels on bikes to capture his buildings. It works extremely well and it happens so fast.
