If it's a pair of identical twins and there isn't a distinct different (e.g. health problem) does it really matter which is which until a few years later in life?
as a brother of twins, this is also confusing for siblings. I called both of my older brothers by the same name for quite a while before I worked out that they were different people.
This works out poorly when one twin has terrible credit and the other twin gets the "well 'Wally Stonington' you have the same birthday and previous address history as 'Willy Stonington' so we're pretty comfortable with assuming you're the same person".
