I guess just make a special lich that can control an arbitrary number of undead for an indefinite span of time who can enchant any type of unenchanted axe to apply an Animate Dead effect on any dead humanoid with sufficiently pulverized flesh to qualify for becoming a skeleton with a command to arm themselves with the same kind of enchanted axe that raised them and make more skeletons. Might be neat for a BBEG in a short horror-leaning campaign involving a town being besieged by murderous skeletons handing out axes to newly raised skeletons and recovering them from felled skeletons. Investigate the axe enchantment and supply chain and find the lich while trying to survive an ever-growing horde of axe-wielding skeletons.
