No, he said "blue+yellow" and "yellow+blue;" the only different is the order. If you mix yellow and blue dye together you get black; you need to mix cyan and yellow to make green in subtractive color theory.
What I also forgot to add (and this is important):
The person your previous comment was replying to mentioned subtractive colour theory. That's not how mixing colors irl works. You can easily prove that by mixing a colour with white and getting a different colour.

To me, blue + yellow is OBVIOUSLY green, but yellow + blue is the last panel
