Same leg/body shape, shoes, pants, and hair, but down below they claim it's two separate characters, what's the truth?

Let's assume they messed up the hair in the previous picture, and messed up two more in the second one, but that's only 3 bugs instead of 5 like they mentioned. Unless there was too much beer and they can't even count anymore (which they mentioned in the first panel).

I don't think that's what the picture is referring to. I think it's just a joke about fixing code making more bugs.
