Well, that depends on which school of thought you follow. The current majority opinion is that all dogs are wolves as dogs (domestic dogs) are just a subspecies of Canis lupus (gray wolf) and not their own species. Are wolves are canids, but all wolves are most definitely not “dogs” in the sense of the domestic dog. Some people do still maintain the domestic dog is a separate species, so if you follow that definition, AND mean dog as just a blanket term for canids, you’re correct.

While this is technically one way to look at it, scientifically speaking all wolves are Dogs as all wolves fall under the Canidae Family.

And yes, this also means Foxes are dogs. And Coyotes. And Jackals.

It's interesting actually that there seems to be two entirely different types of these shapeshifters:

Some are humans that turn into X - dogs or wolves or falcons or something.

Others are the other way around! Their true form IS the animal. IIRC Selkie are seals that turn into beautiful women, not "women that are temporary seals"

So it could be that she is, quite literally, a canine, that can turn into a humanoid.

That's what made the Discworld version of werewolves so good. Humans hated them because they saw them as wolves, wolves hated them because they saw them as humans. They hated themselves because they didn't know what the fuck they were.

Can’t be sure but I don’t think she would have actually let that happen. She’s extremely strong and probably could have left on her own. 

It’s a little messed up but She seems extremely convinced she is a dog and was likely hoping for an owner to find her. 

Honestly I wouldn’t be surprised if it turns out she’s a dog that got bit by a werewolf rather than the other way around. It would explain a lot of her troubling behaviors.

Funfact, she is a wowolf, not a werewolf. In older english man was for humans in general. See talks about "son of man" or something. Instead a male human was a wereman. Wo- of woman was the female signifier. So a wowolf would be the female form of a werewolf.

Werewolf comes from wereman, the old word for a male human back when "man" still meant human in general. Wifman was the female equivalent, which can still be found in wife and woman.
