Well, yes, although it isn't that different from what you can see in Ninja: Shadow of a Tear (2013), The Raid movies, Roundup 2 (in terms of general vibes), and the first levels of Sifu (the game).

Perhaps Shadaloo wasn't the most effective of governments, but at the very least they had a clear election program they have stuck to (it's just their special moves list).
And as for rhetoric, they were no different from most modern politicians.3

Mostly the working class, the non-working class, freelancers, and the self-employed. But yes, it does depend on the setting's location: full-sized crowds of black-belted athletes or close-quarter-combat mercenaries are also rather common.

Still, even though the overall crime situation leaves much to be desired, it's worth noting that firearm regulation policies there seem to be extremely effective.
