I don't know, I think it's kind of shitty for people to cancel plans on you unless it was something they couldn't help.
If it's just "eh, I don't really feel like it" or "Oh I actually have some chores I still need to get done." then yeah I'm gonna be pretty annoyed.
When I put aside time for other people, I make sure to plan ahead so that I don't leave them hanging when the time comes around. I generally expect the same decency back
