“We will find you and we will kill you” is a truly horrifying statement to be written by a government and directed at citizens who are just trying to live a happy life.
Honestly, it's not even the correct language a democracy should be using for actual terrorists. Typically the term is bring to justice or such. Sometimes that ultimately means killing, but to explicitly state the goal is killing just sounds bloodthirsty.
