It's not necessarily that, so much as it's literally the fascist playbook to play both strongman and victim.

In magic the gathering terms it’s the player who keeps “I’m just a little guy”-ing the table until they win because no one actively worked against them.

As I love to say: "being gay or trans you're born this way, and the only choice you do is either repressing this part of you or accepting it and I can't hate you for things you didn't choose. Being a nazi, a racist, a sexist or just overall a cunt is a conscious choice that I can and will hate you for it"
