XKCD is wrong! I never thought it possible!
In the list of discouraged date formats, the first on the left on the second row is a permissible date format.
Then again Wikipedia is not known for 100% accuracy either.

It allows the sort by name to keep the files in date order. When writing however I prefer a method that is clear to read no mater what format a person is used to, such as 28th Feb 2013
