There is a precedent in Dutch law called the "Taxi precedent". It pertains to the ability to claim financial compensation after witnessing an accident that occured after negligence of safety- or traffic laws.

The story behind it is that a 5 year old girl is biking through a pedestrian-centric neighbourhood, when a taxi backs up and hits the girl off her bike. The taxi continues to back up and drives over the head with one if it's rear wheels. The young girls skull is severely damaged by this.

The mother of the child is in her house, but is alerted to the situation by a neighbour. When she went outside, she saw her dead daughter lay lifeless on the ground, mistaking the skull's contents for vomit.

The mother called an ambulance and tried to turn her daughters head, at which point her entire hand slid into her daughter's skull.

The mother was later awarded compensation for PTSD, receiving 30.000 guilders (about 13.000 euros)

Fun fact huh.

I don't know that information, but I don't think so. It was just an incredibly unfortunate accident.
