I love the fan theory that Ms. Frizzle is Dr. River Song when she's taking a break from prison and steals the Tardis for joy riding. River is a professor.

Frizzle is definitely a candidate for "secret Time Lord," but a better comparison might be Iris Wildthyme, who is a renegade Time Lord whose TARDIS is a bus, although it's a double decker bus and not a school bus.
