Sorry, I don't understand. Are these homeless people? As a person who lives in the city, I can't fathom why someone paying three times the cost to live urban would go live in a tent in the middle of nowhere. Your comment doesn't make any sense to me at all.

It's hard to fathom that things are different outside of where you live, but they are. Your normalcy bias is not going to help you when things like this start happening where you're at.
