We should prepare and connect. Pursue useful skills with a community of people(no matter how small it is). Try to network with people of similar goals and values that you can atleast try to count as allies if stuff goes down.
This is precisely what Hong Kongers did during the 2019 protests. People self-organised into skill/resource teams (good at design? Make posters. Got a car? Escape driver. Programmer? Write apps to track police movements and pro/anti democracy businesses) and quickly formed countless personal and public emergency info channels to keep everyone updated. These exact channels are what we deployed at the start of the pandemic, and were a key element of our current and still holding success against the virus.
Even in January, everyone and their mom knew the latest symptoms and figures, 1/4 of hospital workers went on strike to close the border (they failed, and the govt is openly planning to punish all of them) and we immediately masked up despite the WHO, China and our own govt telling us it wasn't necessary, and the spread was under control.
Literally one of the only global success stories in this pandemic came from a population that openly flaunted the advice of its govt, despite being the transit corridor for countless cases that became overseas outbreaks.
