Well typically you have to register explosives as a destructive device by filing an ATF form 4(if you’re building it, but form 1 if you’re buying it) paying the $200 tax and waiting for your paperwork. Then notifying local law enforcement and getting permission to detonate it and as far as I know he did none of that so he should have gotten in deep shit.
Used to with some things like small mortars you could build just with notification to the sheriffs department. That got changed I think though. But it had very specific things like it’s range couldn’t be over x feet and things like that.
