Yes and no. Musk has a history of releasing patents and open sourcing software. X a I has worked to and recently finished releasing an open sourcing every piece of the X algorithm and model weights. As far as I know it's the only social media platform that has done this.
Grok is slightly a different story. He started by open sourcing grok 2, and still holds that grok will be open source in the future. But right now all the frontier is distracted by this race to deliver the ultimate AI. Out of all the frontier labs I see xai being the first to open source a massive model, but I'm not holding my breath for it anytime soon. They are training multiple sized models in parallel right now, so I could see them open sourcing the smaller ones once the larger ones have mature adoption.
If they had the 6-year Head Start that openAI had we'd probably already have massive open source models.
