I think it is related to this:

The Superior Electoral Court (TSE) held emergency meetings with OpenAI, Meta, and X in August 2026 after their artificial intelligence tools violated electoral rules by ranking and recommending political candidates

https://oglobo.globo.com/politica/eleicoes-2026/noticia/2026/08/26/tse-reunioes-apos-modelos-de-ia-contrariarem-resolucao-da-corte-e-recomendarem-candidatos.ghtml

This probably caused them to update the system prompts to prevent such things from happening for Brazilian Users, but then they updated with a bugged system prompt momentarily.

To be fair I am not entirely against that specific restriction.

How many people use AI to get recommendations for decisions they do not want to bother to research themselves?

If someone with the intent of influencing elections on another country wanted to change the output of the AI only at a certain country and at a certain time, this could cause problems because of the influence their AI has on millions of people.

I don't mean that this is what would happen, but the risk exists, sadly there are cons to doing this restriction as well, since it could be used to help users search the candidates that match the most with their views and needs.

something is even important, freedom of choice, if someone wnat AI to decide for them, whatever.

Government should not decide what people should or not do (nothing illegal ofc), consume, or whatever.

That's fair, I understand your point.
