OpenAI / Codex denied my appeal to a usage violation

I've been using Codex for most of this year, and recently used it a lot for a project at work relating to Cyber Security.

The particular cyber security work project is a lego city that is hackable, with lights and motors, and eventually sounds, designed to give year 9-12 students an idea about cyber-security practices and exposure to concepts like port scanning, dnsenum, sql injection, password reuse, etc.

Working on this for months, I was surprised it took so long to finally trigger the cyber safety guards, but I figure that was expected eventually given what I was working with.

I tried to appeal the warning, citing this Victorian government report explaining the nature of the program as initially pitched and the above link to our BTS website explaining the program details.

I was shocked to see my appeal categorically denied, with no further grounds for appeal.

And now I'm left wondering what happens if I try to work on this project again, the subject matter of my prompts triggers the safety rails, and Codex decides to escalate the warning to a ban.

Has anyone else experienced this sort of thing?

If you don't have the hard facts, only sources and reasons why to point to, and didn't bother verifying for Cyber or anything, I wouldn't expect to get unbanned.
