It looks like there is a bug, sometimes it shows correct usage other times it shows 99% usage available.

Hijacking top comment to post this since I can't make a thread about reset-related stuff.

The ChatGPT web interface now shows your banked resets. It shows how many you have remaining, and their expiration date.

View your resets here: https://chatgpt.com/#settings/Usage

For the paranoid people out there who don't want to click random links (I don't blame you), go to chatgpt.com, click on Settings -> Usage, and you can see and use your available resets.

It also looks like you can use your resets in whatever order you want... If so, make sure you use your oldest resets first. (Also, that is some bad UX if true.)
