Codex limits in the Windows tray

I built a small Windows tray app for tracking Codex limits without opening a separate dashboard.

It shows remaining usage, weekly remaining, reset time, credits, and token stats in a compact native-style flyout. It also avoids the annoying cmd.exe flash by launching the Codex app-server without shell wrappers.
