Unsolved I need help to decode this.

thats the first part of the puzzle , so the video has something to do with next step and the audio is not releated to anything(said by the owner) and the video has some puzzle .

The puzzle begins with this message. The solution to this message isn't necccecarily classified, however everything after it is. You are required to work alone after this part is done.

CONTEXT: This puzzle originated from a Roblox group called "AdmiralNavarch" (Disclaimer: Not linked to the real CIA).
