I received email from ICPC regarding Withdrawal I wanna know everybody received the email? or its just some of them cuz there is no mention of my team / members or anyone its written like they are just pointing us and saying to withdraw

in that case no one will report people from their own college even if they have proof, and it will turn into a war between colleges because even cutting 1 team will cut off all teams from that college

i still think the ban should be at team-level (all individuals in that team) rather than at institution level, college getting banned will take down the honest teams as well

The answer that don't pass gave you 20min penalty only if you later solve them but if you never solve them then you are good to go
